Some small buildings are restricted in building area by lot size, including small infill properties between existing buildings.
In those cases, it may not be feasible to require an elevator for the building. This Clause does not exempt areas requiring barrier-free path of travel described in Clause 3.8.2.1.(1)(a) and Sentence 3.8.2.1.(5), from being met.
